On 24 April 1990, the Supreme Council adopted the law "On the establishment of the post of President of the Kazakh SSR and amendments and additions to the Constitution of the Kazakh SSR." On 22 June 1989, he became the First Secretary of the Communist Party of Kazakhstan and then from 22 February 1990, he was chosen to the chairman of the Supreme Council.

Sergey Tereshchenko was elected as Vice President of Kazakh SSR.
