: S-adenosyl-L-methionine + cytosine1407 in 16S rRNA \rightleftharpoons S-adenosyl-L-homocysteine + 5-methylcytosine1407 in 16S rRNA

The enzyme specifically methylates cytosine1407 at C5 in 16S rRNA.
