The 2002–03 Divizia C season was the 47th season of Divizia C, the third tier of the Romanian football league system.
Starting next season, Divizia B will consist of three groups of sixteen teams, while Divizia C will feature nine groups of fourteen teams each. The top two teams from each Divizia C group, along with the four best 3rd-placed teams (a total of 20 teams), will earn promotion.
Meanwhile, the bottom three teams from each group, along with the four lowest-ranked 13th-placed teams (28 teams in total), will be relegated and replaced by the 42 county champions.
